The Congressional Black Caucus Foundation (CBCF) plays a very critical role in preparing and equipping graduate students and emerging leaders with the tools necessary for success in public service careers. The foundation of this success rests with a solid understanding of the public policy process. Since 1976, the inaugural year of the Graduate Intern Program, CBCF has been providing a training ground to facilitate this understanding. In 1983, the Congressional Fellows Program was specifically created to address the under-representation of Black professionals on Capitol Hill and afford program participants more extensive research and policy analysis opportunities. Presently, CBCF has two Fellows Programs designed to address these and other concerns: the Congressional Fellows Program and the Louis Stokes Urban Health Policy Fellows Program. To date, more than 150 individuals have served as Fellows and many now have full-time positions on Capitol Hill, with federal agencies and in prominent public policy organizations.
