DR. ELSIE L. SCOTT NAMED NEW PRESIDENT AND CEO OF
THE CONGRESSIONAL BLACK CAUCUS FOUNDATION

WASHINGTON, DC
- The Congressional Black Caucus Foundation (CBCF) has named Dr. Elsie L. Scott as its new President and CEO. Dr. Scott joined the CBCF in October 2005 as its Vice President of Research and Programs and since July 2006 has served as the Foundation's interim President and CEO.

"I look forward to working with Congressman Meek, the Board, the congressional members and our corporate partners to continue to carry out the Foundation's mission and strategic plan and work to enhance the number of scholarships and internships we offer to young African Americans," said Dr. Scott. "I will also want to aggressively increase the Foundation's revenue and enhance our research efforts, programs and initiatives."

Dr. Scott has a long history working with Congressional Black Caucus Members and the CBCF, having served on the Criminal Justice Brain Trust. And as President and CEO, Dr. Scott wants to develop an agenda for policies and approaches to address and reduce poverty in the U.S.

"Dr. Scott has served with distinction and her invaluable insights have helped strengthen the CBCF as the organization continues to grow," said CBCF Chair, Congressman Kendrick B. Meek. "Her legacy of success in her previous endeavors will undoubtedly carry over to her new position."

Before moving to Washington D.C. Dr. Scott held several management positions with the City of New York, the District of Columbia and the City of Detroit. She has served on the faculties of Howard, Rutgers, North Carolina Central and several other universities and provided consulting services to Federal agencies, local governments and private associations.

During Dr. Scott's tenure as Executive Director of the National Organization of Black Law Enforcement Executives, the organization experienced phenomenal growth in finance, membership and national stature.

A Louisiana native, Dr. Scott began her career as a political scientist, specializing in American Government and earned her doctorate in political science. She has been an outspoken advocate on issues impacting the African American community and has published numerous articles on crime, hate violence, law enforcement training and management, and women's issues.

The CBCF, established in 1976, is a nonprofit, nonpartisan public policy, research and educational institute focused on leadership education, public health, economic development, and African globalism.
